Last month, going into New Orleans, I drove through tropical storm Matthew. It's hard to imagine so much rain. But this afternoon, driving through northern Georgia, it rained harder and for a longer time than that tropical storm. Visability was severely limited. Even with new tires, I hydroplaned at low speed. It was raining so hard there was water two inches deep on the hills. It came down faster than it could run off. I have never used my wipers on high speed for more than a few minutes. Today, I had them on high speed for at least an hour.

While on the subject, let me make one little observation. Windshield wipers haven't changed much in the last 100 years. I can't remember that far back, but the 1937 Ford that I learned to drive on, had wipers similar to those on modern cars. Granted, they are longer and are flexable so that they will work on a curved windshield, but the basic principle is the same.
OK, inventors. That was a hint.
