To take care of the wraith you need a different sword and you get that by getting arrested. You get arrested by being pushy near the linen shop. That sword will take care of the dragon too with some good swordmanship. But you can't do any of that until you pick up the crate by the litter shouting guy. To do that you need to go back near the gate and go west and pick up a pece of trash. You really can't do anything in the town util you get the crate.
