That's not a case of the person not logically meaning what he says. It's a case of the pesron logically meaning more than he says.
The person in your example means to say "I'll give you $5 IF AND ONLY IF you eat a bug".
The "if" is still in there, which logically implies that, if you didn't get the $5, you haven't eaten a bug.
But you're right, people aren't always completely logical.
