He is a nasty cuss isn't he? Well if you drop the litter-run north-return and pick up crate while he is busy cleaning up trash you will be ready to explore elsewhere and more things will be open to you. Then take a trip south and west and see what there is to see. Just maybe you could be a little bit shovey when you return to the area north of the litter guy and get yourself arrested.
