I don't have much in the way of scientific analysis to add to this conversation, but I thought I'd mention that this was the subject of an H. G. Wells short story called "The New Accelerator" -- the main character was able to adjust his perception of time, so that he could move and act ten times faster than anybody else. It didn't address issues of perceiving light, but it's clear Wells thought a lot about what this would be like from both sides.
