Hmmm. . . . Other than level 1, where we all start at 0, I haven't kept track of that. I think I had a party at levels 12 and 13 when they were based out of Lyesis, but this is kind of a deceptive stat at times -- If I change a Knight over to an Assassin, for example, he or she will still have the hit points. I currently have an assassin who started off as a Sorceror and who still has spell points.
There have been a couple of players who have finished the game with Level 0 characters.
There are places on a lot of the levels where you'll find a big bunch of monsters. If you go to one of those you should level up quickly. Once you get down to the lower levels, you will be levelling up pretty much every time you step out the door.
Are you invoking things during combat? That might be why your knight is slow. You try invoking something while there's an armada of Wyverns heading for you. I assume you have spellcasters; maybe they should have the invokable item.
I think I normally went with Boots of Maneuvering for Knights. Their speed will increase naturally, and will be helped by finding the two items of extra-specialness that are specifically marked as being for Knights.
My first party didn't mind Lyesis too much. They stayed and levelled up a bit. The next town you'll find will be conveniently located, but will have other problems. That's all I'm saying.
