Level 9's going to be a little tougher, so if you can beat level 8 battles handily, you can probably survive around Teralt. Eventually you do want to move to Teralt if you're looking to do more than win the game as soon as possible -- i.e., find rare items, plunder all of level 10's pools, or level up quickly.

Hello: Thanks to the Angels who answered my posts I now have the GateKeepers Key for Kaliti. I was also in that town. It did seem a little odd that that part of level 4 did not have the same level of treasure as the pool area. I was getting 20 or 30 gold pieces but the items found were more like what you found on level one. The pool area has some GREAT items. Is the pool area the best place to build up your stats for the lower levels? Thank you.
