No, it's not a joke. If you're serious and you haven't explored much of level 3, then you're definitly not ready for level 4 yet.

Have you tried making a map? If you have spellcasters, use your light, orientation, and location spells, and then get yourself a few pieces of graph paper and start mapping out the level. It will come in handy and keep you from getting lost. If you don't have those spells yet, then try to buy the equivalent invokables at the equipment shop.
