i) To get past the black cat you just have to wait and be patient, provided you gave a certain fluffy tailed creature a treat.

ii)You arent ready for the tower quite yet but you need to go where you got the fishing pole from and do a little exploring...and fishing if havent already....(hard to tell without seeing your inventory)
