I think you're asking whether one has to delete his retired party before creating a new one. In which case, the answer is that, no, you don't have to. There's an 18-character limit, so if you've only retired a six-character party, you can safely create new characters without deleting the retired characters.

As has been mentioned before, he will not affect new characters until such time as he meets the new characters and interacts with them (trading items, transferring gold, etc.). This means that if your inactive character has, say, the Proper Authorization, and the new party goes out to find the Proper Authorization, they will find it where your previous party found it before.
