"motor driven cycles"

What are they talking about when they post a sign on the Interstate on ramp saying that "motor driven cycles" are prohibited? Obviously, a Harley is a cycle, and it's motor driven, but you see them on the Interstate all the time. Does it mean motor driven bicycles? If so, why don't they say so? It would only take two more letters.

Yes, you can add a small gasoline motor to a bicycle and putt along at low speed without pedaling.

But where does it end? Could you ride your 49cc moped on the Interstate? Surely, if you did, you would quickly be busted by the highway patrol or maybe by a trailer truck.

Could you ride your Vespa? Some Vespas can cruise at nearly 60, but others can barely keep ahead of a bicycle. Is a motor scooter a "motor driven cycle?"

How about dirt bikes and lightweight motorcycles?

Big motorcycles run from realitively small to enormous. Most of them can keep up with Interstate traffic. So what the heck is a "motor driven cycle?"

I never get on the Interstate with less than four wheels, so I guess I'm just curious.
