I think it's likely that they will "fix" this mess by putting a ceiling on it. Say the fine for speeding is $100. Up to a certain income level, you pay $100, but above that level, you pay according to your income, but no fine exceeds $500. The numbers will be a little different, but when they fix it, it will be something like that. Those rich people have influence. And they didn't get rich by being stupid.
