1) I'm not certain about this... but do you recall how you got a Mine Access Card using Gingram's passcard? Try something similar with KEPLER's card this time. That might get you into the HEEC - you seem to have all the keys possible.
2) Johnson will see the light of day if you show him the evidence in the proper order. He's a little too linear-minded for his own good.
