I think you need to get/do a few more things before you'll be offered a sledge hammer. have you been in the sandstone caverns ? taken a ride in the minecart ? if so, you need to do a little more exploring....jump in a stream, free a trapped miner.
if you haven't been in them yet, search the posts on "sandstone caverns". there's lots of info already posted on this subject.
