It's called the "patient ward" or "patient recovery ward" in the game, and it's in the same area as the other medical places.

The old man doesn't show up in the recovery ward until after you finish the boosters job. If you've done that, then do what you can with the old man. Then you'll be able to get your reward from the laboratory guy.
