The ISO cap was snatched from the outpost on Akumos. But you can't get anything from there YET.
In fact, you have yet to discover a CRITICAL part of the Akumos mine: those blasted sandstone caverns. Have you at least gotten to the part of the mine with the stalagmites? From there, once you've hacked the stalagmites away, you'll need to hop off the still-moving cart and rush through the path you made earlier to catch it again and ride it down to the caverns.
