GOA ticket help

Ok, I feel silly. I realize that I need a sword, to cut the rope. And after reading through some posts, I realize I porbably need a ticket to redeem the sword of failing.... However I cannot seem to find it anywhere... I think I have tried everything but obviously not.

My inventory consists of:
Diving Mask
Magic Armor
Life preserver
Food Rations
Dead Fish

CAn someone please tell me where to find this ticket? I ahave search everywhere in my house multiple times.... And it seems like one of the first things I should find...
