I couldn't find any such department. Where is it?

But, I'm really good at asking questions. So here goes.

Why do they call them windows?
Why do they call them carburators?
Why do they call it gasoline?
If you didn't have any gasoline, but you did have plenty of oil, what kind of oil could you use as a substitute? What other liquids could you use as an emergency substitute for gasoline?
What materials have/could be used as substitutes for rubber in tires?
What has/could be used as a substitute for wood in wheels?
Who decides what combinations of letters and numbers shall be used in license plates? How can I get that job? Who decides, in other countries?
When did the US start using license plates? When did other countries start using them?
Henry Ford said customers could choose any color as long as it was black. Was he morbid, or what?
How many miles to the gallon did the Model T get? How many miles to the gallon did the Model A get? What about other early vehicles? What about the first motorcycles?
What would it take for a vehicle in an accident to explode like they do in all those TV shows and movies?
How many different ways can you think of, to foil an attempted carjacking? List in order of safety.
Who invented the wheel, and what were they first used for? When was the first time a wheel wasn't made out of wood?
Is there any way the Flintstones' vehicle could be made practical?
