You haven't taken out Sylvester yet, have you? Are you just walking to the end of the alley and promptly getting taken out by the ISO officers?

That's a little too obvious, especially since you're still in your work clothes. You need to make them come to you, one at a time.

Notice how the officers pass by the alley at regular intervals? You can count off how many times you have to wait before one passes by. Now, if you tossed a rock JUST BEFORE an officer passed by, wouldn't that be enough to get one of them to come into the alley ALONE? (Might want to hide behind the door and get the jump on him, though.)
