I put this same post on a Cushman site and got the answer. Those little caps have two tabs that bite into the axle and that's what keeps them in place. All you have to do it clamp down on it with vice grips and the tabs flatten out so you can pull it off. As usual, the solution was so simple I had to wonder why I didn't think of it myself. Keep that method in mind. You never know when you will need it. Those stubborn little caps are on just about anything with wheels from fertalizer* spreaders, to luggage carts, to charcoal grills and a wide variety of toys. Such simple little repairs can save you a lot of dough. Howard *That spelling doesn't look right, but I'm too lazy to look it up.
