Just bad luck, I guess. The game doesn't take any consideration of whether or not you can reach a given spot when it distributes where things are (as far as I know). The spot you couldn't reach might have had a level booster or even the blackstone.
However, even though you couldn't walk to that spot at any point in the game, you might have been taken there by the condor, so it's never totally hopeless from the start.
