I was having the same problem and fixed it. If its an old compaq the cd rom is probably a scsi drive, well mine was at least. the only way i got around it is to disconect the scsi and us an IDE cdrom to install windows. After windows is installed, put the scsi back in and the IDE out. It worked for me, make sure you leave the scsi card in.
