It's the stereotypical philosopher's question, which I think grew into a phrase during the high Middle Ages. It mocked philosophers and other intellectuals who were endlessly debating thoroughly unimportant issues that none of them had the least bit of authority on.

If someone said to you, "What would happen if the whole world suddenly ran out of rocks? I think we would start using cheeses as paperweights." you might respond, "Yeah, and how many angels can dance on the head of a pin?"
