More likely the person was more interested in the possible de-valuation of his cary by affixing the sticker permanently than the actual sentiment "War is Not The Answer".

Of course, it all depends on what the *question* is. If the question is "Famine, Pestilence, and Death are three, name the fourth Horseman of the Apocalypse" then War certainly *is* the answer.
