Uh....for dogs, it definitely would be.
Interestingly enough, American dog food must be made, according to federal regulations, to be fit for human consumption. So, dog food is, essentially, human food that we give to dogs. It's like...corn that is grown, but given to livestock. Still food, just that we give it to something else to eat.
