There are a lot of animators and so forth who were also involved in bringing the character to life. For other situations, it's less clear: it's not usual for the voice of a character to be the same person who models for the character or does the motion capture for it. For the Academy to create a Best Animated Character category, a rule has to be in place that dictates who the award goes to, which is a more difficult problem than simply ascertaining who would get a theoretical award given for the particular character of Gollum.
"Best Picture" had the same logistical issues. The Academy solved the problem by awarding Best Picture to the producers of the film, but it can be argued that usually the director is more responsible for the how a film turns out (more so today than when the Academy began). In some cases, the writer is more influential. In other cases, the principle actors are. It varies. But there has to be *some* kind of policy about who gets the award that's as fair as possible.
