Yes. Quite so. However if you have a party of level 0 characters with little or no equipment, they'll be fried in no time. At least buy some weapons.

Hack around for a while, get some money and experience (it's amazing how much difference having a powerful spell available can make), try to work out better strategies for the harder monsters on your current level. One variation of this: If your characters are all level 0 (eg just changed class), resurrection is free. Make use of this - if your party gets teleported away on its first excursion, just fool around until they're all dead, then resurrect them all. I'm trying MR with one character, and he keeps dying, so every time he makes level 1 I change his class to preserve that safety. Not until he gets some more hit points will I allow him to hold experience.
