As Stephen has said, both San Diego and Orange Counties are rather conservative. The website uselectionatlas.org has information on every American Presidential election, including county voting information for California since 1960, and in both counties the Republican candidate has won every single time, with the single exception of 1992 in San Diego County, which went to Bill Clinton --- but he didn't even get a majority. In 1984 in Orange County, Reagan got more than three times the number of votes Mondale did.
