That explains a lot.
You see, I have a similar problem when I'm on-line at work. I think our internet server must be set up with a caching system like the one you described, because many times I cannot get new information, such as a forum post that I've just posted, to show up on a page no matter how many times I refresh. Usually if I try again in 20 or 30 minutes, the new post(s) will appear.
