Is mercy for the weak?

Hawk would think so when talking about Spenser's one flaw.

If there is one thing we learn from movies and literature it is that you can be sure that an act of mercy will come back and bite you on the arse.

Gandalf and Frodo allow Gollum to live.

Wormtongue is allowed to return to Saruman.

Tom Hanks allows a German captive to walk away in "Saving Private Ryan."

I'm blanking on other examples but I've seen plenty. Sure, sometimes it works out but not often does it turn out to be a benign effect. Does mercy usually turn out for the best or for the worst?
