This was a very cool post. All 17 digits of your IP number and the post's time of day used only 4 distinct numbers (odds of about 1 in 27717 of this happening if the digits are all independent and have 1/10 chance of being any number -- which isn't the case).
But anyway...I don't think you can do anything with the brochure (as far as I can tell from looking at my game notes). I'm not sure what you could do in the game next, but you should probably go around to every location and see if any new options are available. That'll probably get you going again.
