You need to give the soothsayer four gold pieces and she'll give you what you need. From your inventory, I can infer that you've gotten a gold piece from the place you found the Yuckyuck leaves... have you found one in the gardens? The enchanted forest? Near the beginning of the game?
Oh, and now that you have the scroll, you might want to use it... did you meet anyone who needs their voice restored earlier?
