Simply, the Vulcans are peacekeepers and stick to one side of a conflict no matter what happens, whereas the Romulans are underhandidly sneaky, would switch sides if it suited them better, and treated their allies as cannon fodder. For example, the Romulans had to be coerced to fight the Dominion and when they did join, they set up one of Bajor's moons as a gigantic missile silo.
