When you say you started at the south, do you mean the one in the southwest or the one in the southeast (near the health center)? The southeast is where you should start. Or you could end there, if you do everything in the exact opposite order.

If it's still letting you set the explosives, then you must have missed one of the six lots (remember that if you run out of moves you have to set *all* of the six explosives again. You don't have to plant them more than once, but you do have to go back to each lot and set each bomb individually if you start over).
