GOA: Litter Bug (Spoilers included and strongly encouraged)

I was wondering if I could get some extremely specific help to steal the crate from the anti-litter guy. I know that you are supposed to escape his notice but I've tried everything to get him off the crate and then escape his notice. Throwing trash on the ground gets him pretty ticked off.

Here's my inventory:
19 Bronze coins, 9 red gemstones, 1 black gemstone, guard's sword, stone of strengthening, food, rope, tinderbox, sticks, string, wire clippers, portrait, clear focus stone, trash, blanket, map

Can anyone give me some really specific ideas? Thanks much!
