One thing it looks like you need to do is go back to Larosis and use the piece of trash. You will also need to get into the building south of the cave in Llagi... Llagi... whatever-it's-called. :) Then, after you've talked for a while, you can tackle the portrait. You can't get the portrait until you have some REASON to get it.
