Well, I'm guessing you only have Gingram's passcard in addition to your own. You're gonna want to sneak into Kepler's office and steal his card.
To get in there, check out the arboretum. (If there's an incident going on there, try that dragon key on some locked doors on the Coriolis. You'll find something useful.)
As for the wrench, I believe the janitor went to do a little "maintenance" with it.
