The tower comes after you make the clown happy again.
As for the red rubber ball: there's someone who will want that roc feather who can help you with that, but you have to beat a couple monsters to get to him in the forest. First try finding someone to the northwest who's very ill and follow her instructions. She'll give you something in return that will help you get rid of someone rancid.
