Well, I'll try posting a big hint to map the caverns first. This is long-winded, it doesn't give away the solution, but it's more specific than most hints here so I'm marking it as such.
The trick to mapping the caverns is that they're mapped out three-dimensionally. There are four levels, each with four chambers evenly spaced, stacked one on top of one another so they line up. (Example: the northeast white room is directly above the northeast yellow room. They all line up pretty well.)
White level's on top, then yellow, then red, then black at the bottom. All of the paths between rooms - if they slope at all - can only take you up or down one level. Same with the holes you can drop through - they will only take you down one level.
Now as for getting Verna's passcard: make sure you've mapped out all 16 rooms first. (I got stuck because I kept missing that last black room when I was stumbling about trying to figure out how to help the miner.) You're basically going to have to do the same thing you did before in getting to the caverns: once you're safely across the chasm (and that barrier is down), hop off the cart instead of parking it and play catch-the-cart once again.
If you've been to all the cavern rooms, you'll note that one of the bottom ones opens out onto the railway again. You have to try to get there in eight or nine moves, and you should be able to catch the cart as it passes by that section of railway. (If you're in the caverns and no longer hear that cart, you have to start over.)
I really, really don't want to give away the answer here... I'm generally clueless about these things, but I did manage to map out the caverns and get the correct path on my own. You can e-mail me, but it's more satisfying if you can map it out on your own.
