Yes, there's an exit from the black level. It might be easy to miss it because there are two spots on the red level where you can jump down, and if you take *either* of these, you'll be on the black level but on the wrong side. Try to get down to the red level, where there are spots to jump down, and try to get down to the black level from there *without* jumping down.

If you did already find this exit, just find the quickest route between the start and the end. I think that after jumping from the cart, it should take you nine moves to get to where you can jump on the cart again.
