Britain decided that they needed to commit more forces to the war in Europe (the Second Napoleonics, IIRC), and pulled troops out of America becuase "Hey, we've already razed Washington. That'll stop them getting so uppity again.", and essentially, holding America was a far lower priority than defending their own shores. Essentially, there was no resolution and no side can really be said to have won.
