koalamom has answered this wonderfully, and knowing Frum as I do, I suspect he would agree with what she has said on the subject.

As Frum said in the last sentence of this paragraph, the idea here is not to make a strong doctrine of this; I read his comment as being an afterthought which does not have sufficient evidence in the Bible to hold up to scrutiny. If this is a stumbling point for you, I would recommend ignoring it and focusing more on the core argument Frum made in his P, Q, and R dealy.
