You're right here Chris. "It's going downhill" means getting worse. Plus a lot of reference goes to this phrase when people are talking about their age. We're probably all familiar with the phrase "over the hill" and basically it means, you've peaked and now everything just gets worse. of course we know that's not necessarily true (don't want to start an age debate).
