The shirts in my closet face either direction at random, but the hangers MUST all face the same direction. Usually that is hook-inward, because it is easier, though hook-outward is acceptable sometimes. So, when I'm in a hurry and putting away my clothing, I don't pay much attention to the way I put the hanger into the shirt, but it is a strict matter of course that the hanger orientation must conform.
