Although you said backgrounds weren't important, for landscape-rendering needs I can recommend Terragen pretty highly. It does an excellent job of rendering basic landscapes (sky, water, terrain: no trees or buildings sadly). I often work my Terragenerated images into more developed artwork or into site layouts.
The best thing is that it's free. I love free stuff. :) Link for downloading is below.

PS: The link for Terragen was originally obtained from Dee Dreslough's site, www.dreslough.com - I HIGHLY recommend her site for any artist, especially those interested in digital fantasy art. Her online novel is pretty nice too. :)
