A weblog can be taken as a few different things. Many people have weblogs on their sites that are updated frequently with short entries dealing mostly with online happenings, like links to other sites and such. It's useful for showing when you've updated your site as well as adding small "surface" thoughts when you want; usually they aren't regarded as something whose archives you'd search (because they tend to be more timely).

A journal is more in-depth, usually updated less frequently (depending on the person and their amount of free time) and with longer entries, dealing with offline happenings (what happened today) or thoughts and insights on anything the journaler wishes to offer. They're usually thought of as deeper and more worth reading - perhaps untimely, too, in some of the "thoughtful" posts.

At least, that's how I've always seen the difference.
