From what I remember about these ads, they use a Javascript feature to open in Internet Explorer's "kiosk" mode (i.e., full screen)-- and then resize themselves to only a portion of the screen.

Yes, it's horribly annoying. And as far as I know it only works in IE.

I'm starting to use Mozilla more and more often, needless to say.
