Ok, I have to say that non-american smarties (they also have them in canada) are just barely like M&M's, in that they have chocolate in the middle and an outer shell. However, they aren't as sweet and melt-in-your-mouth as M&M's, and the shell is thicker and harder. I'd say that they are closer to being semi-sweet than milk chocolate, although I'm sure a lot of people would disagree. They just aren't even close to being as good as M&M's.
