Not if Skittles are like Canadian Skittles (a sugary fruit-flavored candy with distinct "shell" and "innards" portions). American Smarties are pressed sugar, basically -- the closest comparison I can come up with is a candy we have in Canada called "Rockets". I don't know if you have those, though...
