That was just a reference to "Game of The Ages", which was at the time of POAT's release all but finished (note that there's a "goat" in the puzzle picture). Hence the "few dozen pieces from completion" represents the last remaining tidbits Sam had before his game was finished (the drawings, final testing, etc.)
